A pilot community engagement event for the Integrated Coastal Zone Management (ICZM) of Black River district across two beaches – Flic en Flac and Le Morne

About the Event

Mauritius, as a Party to the Nairobi Convention, is advancing Integrated Coastal Zone Management (ICZM) as a national framework for protecting and sustainably managing its coastline. Through the Indian Ocean Commission’s RECOS project—co‑financed by AFD and FFEM—a pilot ICZM Action Plan is being developed for the District of Black River, intended to guide future ICZM initiatives nationwide.

Two public engagement events were held on 30 May at Flic‑en‑Flac Public Beach and 6 June at Le Morne Public Beach, organised by CEDTI and MRU2025 for a project led by Dynamia Associates & Developers Ltd. in joint venture with the Indian Ocean Islands Foundation, on behalf of the Ministry of Environment. Funded by the Indian Ocean Commission through the RECOS project, the initiative aims to test a replicable citizen‑engagement model for future ICZM district plans across Mauritius.

At both coastal sites, CEDTI presented Zistwar Lakot, a mini‑exhibition using historical and aerial photographs to spark observation, memory, and dialogue about coastal change. This was followed by an open conversation where residents, sea users, artists, students, and community groups exchanged directly with specialists, contributing their knowledge, concerns, and aspirations for the coastline they call home.
